The business objective of the Supply Chain (SC) Planning Manager is to provide leadership for site Planning and Logistics at Medtronic's Microelectronics Center (MMC).  To accomplish this, the SC Planning Manager must demonstrate leadership, cross-functional team building, and the ability to lead change in the organization to achieve key performance objectives such as ensuring a controlled flow of approved materials timed to meet production, inventory and delivery performance requirements.  Position will also drive and support system changes and process improvements that impact the planning and logistics processes at MMC.  This position will have significant cross-functional collaboration at MMC as well as with Medtronic Global Supply Chain (GSC) partners and Final Device Manufacturing facilities.  This position will also have some level of interaction and negotiation with external suppliers.
 
Position Responsibilities 
•Participates in monthly SIOP processes for Neuro and Cardiac Rhythm Disease Management (CRDM) businesses and effectively translates device demand requirements into MMC production, material requirements planning (MRP), inventory and delivery performance objectives.   Advises stakeholders and leadership of trends and potential issues.
•Partners with Finance group to support financial forecasting, develop AOP inventory targets, develop obsolescence projections and align resources to achieve those targets.
•Manages production continuity process internally with Operations and Sourcing teams.  Also manages phase-in, phase-out plans for hybrids with GSC teams, downstream customers and cross-functional partners to support overall product development initiatives and key component changes. 
•Support systems upgrades, enhancements and implementations for the Supply Chain Planning functions (e.g. Factory Works (FW), full JD Edwards, and SAP) with IT partners.  Monitor system functions and assure proper interfaces between systems.  
•Ensure personal understanding of all quality policy/system items that are personally applicable. Follow all work/quality procedures to ensure quality system compliance and high quality work.
•Integrate Lean Sigma methodologies into planning processes to improve speed of execution and drive overall process improvements.
•Ensures employees have clear goals, expectations and provides ongoing coaching and feedback consistent with employee needs in order to meet business objectives.
•Provides direction for employee development and aligns work assignments to support development goals.

Job Description: The Software Licensing Department primarily acquires commercial-off-the-shelf software products and software maintenance services for all direct production and developmental programs, government and commercial, as well as for indirect areas such as operations, finance, human resources, IT engineering and other non-production areas. Specific responsibilities include: Ensure the timely and cost-effective acquisition of quality software products and/or services, in accordance with General Dynamics' intended use requirements and prime contract flowdowns. Prepare and disseminate requests for proposals/quotations, statements of work and facilitate procurement meetings between suppliers and program personnel or otherwise with internal personnel. Evaluate proposals, negotiate contractual and business terms and award purchase orders. Prepare and administer complex purchase orders of a significant dollar value in an efficient manner. Purchase order documentation must be complete, orderly and in accordance with company procedures for procurements under government contracts. Lead complex contract negotiations with an emphasis in intellectual property matters. Pursuant to the internal COTS process, identify and minimize contractual risks from the pre-proposal phase through research and development, contract award, production, delivery, and close out phases. Communicate licensing risks to program personnel for review and approval. Draft revisions to software licenses, non-disclosure agreements, professional services and other agreements, domestic and international. Provide sourcing guidance to Program teams. Serve as the focal point for all supplier requirements and manage supplier relationships. Resolve delivery, payment and return issues. Provide basic mentoring to junior colleagues.
Bachelor's Degree in a related field or equivalent experience plus 5 years related experience

Unique/Additional HHRequirements: Understanding and application of government procurement principles, concepts, practices, and standards. Ability to work with a high degree of independence, solving complex problems in a fast paced, demanding environment. Effective at interfacing with supplier personnel (including sales people, all levels of management and legal counsel), and GD internal customers (including members of Engineering, Program Management and Contracts).Knowledge of (and experience desired) negotiating agreements, especially software license and maintenance agreements, but also including reseller agreements, systems integrator agreements, nondisclosure agreements and professional services agreements. Ability to evaluate the legal and business impact of non-standard terms and conditions and negotiate favorable terms. Excellent writing skills and PC skills required. Knowledge of Ariba Enterprise Spend Management ("ESM") helpful. Ability to work with a high degree of independence, solving complex problems, in a fast-paced, demanding environment required. Applicant must be capable of obtaining a US Security Clearance, if required. Applicant must be a US Citizen.

The successful candidate must be able to effectively manage internal and external influences to aide the project team and the business area in meeting customer and business objectives by balancing the requirements of the contract(s) and the business. To that end, the candidate must:

1) Be able to successfully interact with various levels of internal and external parties. INTERNAL: Senior Mgmt, Business Unit, Business Development Capture Teams, Program Teams, Contracts Staff, Legal, Finance, and other functional departments. EXTERNAL: Customers including US Government agencies (Army, Navy, Air Force, GSA, DCAA, DCMA) and Prime Contractors such as Boeing, Lockheed Martin, Raytheon, etc.

2) Have extensive proposal and front end of the business experience including: a.) Review solicitation documentation (Terms and Conditions, proposal instructions, SOW, etc), b.) Leadership in generating compliant competitive and sole source cost proposals (including TINA) through fact-finding, audit, and negotiations to meet stated business goals/objectives, c.Leadership in complex negotiations involving price, terms and conditions, Intellectual Property (technical data, software and software documentation), warranty, scope changes, changing specifications; and d) The organization and management skills to document fact-finding, negotiation, audit minutes and price negotiation memorandums.

3) Have extensive experience in reviewing contractual documents for accuracy and adherence to agreements, compliance with laws/regulations, submitted proposals and/or negotiated results, and institutionalizing contractual processes within the assigned business area. Have experience in reviewing software license agreements.

4) Provide contractual leadership in performance of the contract and act as a focal point to bring together Program Management, Engineering, Legal, Finance and other departments for resolution of problems related to contract requirements. Be the focal point for all contractual communications and commitments to the customer on behalf of GDC4S.

5) Exhibit strong presentation skills in briefings on topical issues to both internal and external interested parties.

6) Possess proven experience in reviewing and generating business development documents including NDAs, Teaming Agreements, and other business arrangements.

7) Mentor/supervise junior contracts professionals.

Bachelor's degree or the equivalent is required. In addition, a minimum of 8 years of directly related experience is required. A minimum of 12 years related experience is preferred. The successful candidate must have extensive knowledge of US Government contracting including but not limited to various contracting vehicles (Cost Reimbursement, Fixed Price, IDIQ, T&M, GSA etc), FAR and DFAR, working knowledge of Government contracting protocol, Truth in Negotiations Act (TINA), familiarity of Cost Accounting Standards, financing methods (progress payments, milestone payments, performance based payments etc, Intellectual Property Issues, change management/change proposals, ITAR and EAR regulations, and understanding of subcontracting to aid in flow-down of prime contract requirements. The successful candidate must be capable of obtaining a Security Clearance.
Must be able to travel 20% of the time.
